| The traditional stand-alone Safety
Program is no longer a feasible structure for today's
industrial environment. Progressive organizations
are integrating safety into their overall operational
structure. Traditional Safety Programs use accident
rates to evaluate the success of their program.
This type of evaluation only measures negative activity.
To have an effective program, a company first must
determine what positive activities they wish to
measure, and then hold individuals accountable to
conduct those activities. All levels in an organization,
including senior management, supervisors and workers
must participate and see value in the Safety Program
in order for it to be successful. To have a Safety
Program that effectively adds value to an organization,
the system must hold those responsible accountable.
This accountability system is called "Safety
by Objectives" and has been adapted from Dan
Petersen's safety theories (Dan Petersen - Safety
By Objectives, 2nd edition Van Nostrand Reinhold,
